Cold Case Solved: Career Criminal Charged
Joseph Keith Perry became acquainted with police when he was 16-years old. He was arrested for stealing a car. At age 18, he was caught carrying a weapon on school grounds.
When Perry was 19-years old, he was out robbing and raping people at gunpoint. Police say Perry approached a man and a woman as they were working on a cell tower site off Brookshire Blvd. Perry held them at gunpoint, took their vehicle and abducted the female victim.
As Perry drove away with the female, the male attempted to help her and Perry fired several shots at him. Perry then took the female to a cemetery off of Beatties Ford Rd, where he sexually assaulted her at gunpoint. The brutal attack occurred in 2003, however, he was not forensically connected to the crime until this month.
Somehow, Perry managed to avoid police for two years. My guess is he skipped town after the robbery and rape. He was back in business when he turned 21. He was arrested three times; once for selling drugs and twice for assaulting a female. When Perry was 22, he violated a protection order. Now... Perry is 23-years old and facing charges which could land him in prison for the rest of his life!
Perry's Criminal Career:
· Age 16: Arrested for stealing a car
· Age 17: Convicted of receiving a stolen vehicle– Received probation
· Age 18: Convicted of possessing a weapon on campus – Received probation
· Age 19: Committed an armed robbery, rape and assault against two victims. – Arrested in ‘07
· Age 21: Arrested for selling, possessing and delivering cocaine
· Age 21: Arrested for assault on a female & possession of marijuana
· Age 22: Convicted of selling drugs- Received probation
· Age 22: Convicted of assaulting a female- Received probation
· Age 22: Arrested again for assaulting a female
· Age 23: Arrested for violating a domestic protection order
· Age 23: Arrested for a terrible and violent crime he committed when he was 19. He is facing charges of: Robbery, first and second degree kidnapping, first and second degree sex offenses, first and second degree rape, assault on a female, felonious restraint and assault with a deadly weapon- with the intent to kill.

He will probably get offered a deal and serve no more than a few years. Then he will be able to do it all over again!!!
If the DAs didn't have thousands of other cases, they wouldn't feel compelled to give him a deal.
So don't mention "offered a deal" as if they are handing him a present because they are lazy. If every defendant took his case to trial, they would all be let free based on violations of the Speedy Trial Act.
Why doesn't Mecklenburg County spend some more of its own money funding the courts, like other NC counties do?
Mecklenburg County's excuse is always that Raleigh won't give them any money for courts. We'll wait forever on Raleigh.
Why not fund courts, police, and schools, and cut out museums, light rail, and arenas?
Would be nice if the Observer ran a story on these kind of cases so the public can see what happens when our lenient judges let these thugs off so easy.
Im so disappointed in our judicial system as a country. Meck Cty is not alone in letting repeat offenders hit the streets. Until the public really fights back at the local, state and federal levels, I dont expect any changes. Change starts with holding people accountable for their actions~something we as a community, state and country have given up on.

I say we just all form a line and beat the crap out of him and save the government tons of resources: time, money, & aggravation. Heck, I am sure that we could get the job done for free. SAD!!!! Yeah, he's a loser alright!
We need to bring back the gallows and publicly execute these fools on Friday and Saturday nights. When their 'homies' see what the state does to their 'homies' on Friday and Saturday nights uptown in the Square, I bet they will think twice about committing crimes!
What happened to 3 strikes and you are out?
How is that it ICE can do sweeps across the country and gather up thousands of illegals who are completely off the radar, but there is no task force that can sweep up the resident criminals in the major cities?
I think they are pretty easy to find. Watch for the rims.

We need a court system in this county that enforces the law, rather than paying lip service to it. This serial offender punk should have been off the streets a long time ago. How much do law abiding citizens have to put up with before something is done?
Keep electing democrats who want to pay for programs. You are supporting his children, and now him apparently. Isn't that fun?
The government acts as surrogate father for all of these children from fatherless homes. Without that incentive, there would be fewer welfare births.
