From an academic and idealist standpoint that sounds like an appropriate response but how many years do you think it will take to see change that fairly reflects and benefits those good citizens who happen to be on Section 8 and their neighbors who aren't?<BR/><BR/>This issue is complicated and in line with the theory of Occam's Razor, probably the simplest explanation/solution is what will work. <BR/><BR/>I don't have faith in our city/state leaders to 1) recognize there's a problem, 2) devise a workable and enforceable plan, 3) put some of the onus on the beneficiaries of Section 8 (rental property owners including apartment complexes and renters) via "rules" that regular homeowners have to comform to lest they face a city fine. And this is not about "not in my backyard" because I believe everyone needs a helping hand. This is about accountability, personal responsibility, being good custodians of taxpayer dollars, trust, hope and truly creating a world class city.<BR/><BR/>This is a no-brainer to me. It's the apartments embedded on Monroe between Idlewild and Sharon Amity, the apartments behind the old Circuit City, the apartments on Thermal Road (Stonehaven East), the apartments on Village Lake Drive. I don't know how Section 8 works but it appears to work like, "here's a voucher, find a rental house or apartment anywhere." So it's not just apartments, it's vacant homes that are likely owned by folks living in new developments who use section 8 income to fund their new residence. Nothing wrong with that unless they become vacant landlords and let their section 8 rental property run down and don't monitor how many people truly live there. Who wants to see 10 cars piled up on the front lawn on a regular basis even if they are all parked in alignment with the driveway (city ordinance requirement). It seemed easier to manage the quality of low income tenants when they lived in housing projects. Remember that rule -- even if a grandchild was caught selling drugs the entire family was evicted? I think it should be required that homeowners/apartment owners and the City/Section 8 form an enforceable agreement that they will maintain property according to community standards and to offer conformity guidelines the section 8 renters. If they receive say 3 violations they have to relocate until they "get with the program." But handing out section 8 vouchers like grocery store coupons is negligence in my opinion by city leaders/apartment owners/rental property owners. I think it is interesting that now there is no low income housing downtown, Dilworth, Myers Park, Elizabeth so that entire geographic area is the "new suberb" and tne "new housing projects" are the apartments/section 8 housing scattered along corriders in SE Charlotte.
