It would make for a much easier identification by victims. Rather than saying he was, "5'8", medium build and wearing a white t-shirt," the victim could say, "he had a full set of leg irons on his feet!" Plus, you wouldn't have to guess which way he ran since you could hear him jingle and jangle all the way back to the hood.
