Put there sorry ass's in a tent city with no A/C, no tv's, no fancy food, and make them work 8 hours a day cleaning up the city. Chain Gang like they do in Arizona. No need to spend a lot of money, our Hero's in Iraq live in tents with no A/C and its 125+ degrees. These Thugs take kindness as a weakness.
